Most countries allow
people to import cars on their own, without license, permit, or professional help. Since July 2005,
Japanese traders can export vehicles, after
obtaining a bilingual Export Certificate
for each car sold. These certificates,
issued
by Japan's Ministry of Transport, record characteristics, specifications, legal status,
ownership history and since
November 2007, additionally indicate certified
mileage recorded at regular inspection time (the
